Delivery to Bangkok 19 days. Came in a full retail package with two bracket screws, but with no driver inside. However, as it is known to be NEC chip, most of available Renesas USB3.0 drivers will probably work with it. In my case, as I had Windows 7 with USB3.0 various drivers integrated (the same is true for Windows 8 and 10), the driver was picked up automatically. Tested this card on my notebook ThinkPad T420 using ExpressCard to dual PCIe 1x adapter (in another slot of it there was a PCIe 1x SATAIII card).
